Jelena Holcinger

Jelena Holcinger is an expert with over 20 years of experience in economics and finance, specializing in local economic development and public finance management. Throughout her career, she has been engaged in supporting local economic initiatives and enhancing the administration of public finances across municipalities in Serbia. Her work within various international development projects has significantly contributed to strengthening the operational capacity of local self-governments, fostering institutional cooperation, and supporting regulatory reforms aimed at achieving sustainable local development. Jelena joined Helvetas in 2018 as a Public Finance and Taxation Expert. She holds a master’s degree in economics and is a co-author of several publications related to public revenues and local taxation in Serbia.
