Strengthening the Capacity of Partner Organisations and Public Institutions

Helvetas supports the State Employment Service and the National Qualifications Agency in introducing modern approaches to employment and reskilling. This includes training, peer exchange with European partners, and alignment of the qualifications system with EU standards.

These efforts enable public institutions to design effective solutions for the national qualifications system and to develop evidence-based employment policies.

Expanding Opportunities for Employment and Entrepreneurship

Within the project, Helvetas provides advisory services, training, and mentoring for job seekers, and offers grants for micro, small and medium-sized entrepreneurs (MSMEs).

People from vulnerable groups can take short courses or upskill in occupations that are in demand with employers.

Thanks to a Helvetas grant, Yuliia, owner of the «GE_Ravlik» snail farm, purchased feed-production equipment and expanded production

Understanding Jobseekers’ Needs

To maximise the effectiveness of support, Helvetas and the State Employment Service conducted the study «Registered Unemployment in Ukraine: Needs, Features, Assessments». The report highlights the key barriers faced by registered jobseekers, their readiness to retrain or change occupation, and the specific support vulnerable groups need to secure employment.

Based on these findings, the State Employment Service is developing reskilling and upskilling programmes tailored to people’s real needs.
