Helvetas builds a resilient economic ecosystem as part of Ukraine’s long-term recovery. Together with public institutions, business associations, and the private sector, we promote inclusive employment models through internships, short courses, and SME support. 

We also conduct nationwide labour market assessments and translate insights into policy solutions that help improve services for veterans, IDPs, youth, and persons with disabilities, making Ukraine’s labour system more adaptive and evidence-based.

Helvetas brings its global experience in Public Private Development Partnerships in Ukraine, aligning the needs of business and communities to create jobs and stimulate economic growth.

We build partnerships in logistics, construction, transport and agriculture, combining data-driven insights to provide government with scalable models for economic recovery. 

Human Capital Development

Helvetas strengthens Ukraine’s economic recovery by investing in people. Through skills development, adult learning, and institutional partnerships, we ensure that human capital becomes the foundation of systemic change. Data-driven approaches help align education and employment systems with real market needs.

Over 740 adults have already completed reskilling programmes. In 2025–2026, another 1,300 participants are expected to complete training, strengthening regional labour markets and contributing to Ukraine’s long-term economic resilience.

Infrastructure Reconstruction

Helvetas supports Ukraine’s recovery through durable solutions that combine engineering expertise, municipal capacity, and social impact. By restoring water and wastewater systems, housing, and public facilities, we create the conditions for people to return and for local economies to restart.

Together with local authorities, businesses, and international partners, we are shaping a reconstruction model that is resilient, climate-smart, and scalable — laying the foundation for sustainable recovery across the country.
