Over the years in Ukraine, Helvetas has built strategic partnerships with key government institutions and civil society organisations. These partnerships are grounded in shared priorities, formalised through Memorandums of Understanding, and implemented through joint initiatives.

In cooperation with the Ministry of Economy of Ukraine, Helvetas designs, pilots, and scales solutions to develop entrepreneurship and human capital from upskilling and reskilling programmes to the rollout of tools that increase the export potential of small and medium-sized enterprises.

Together with the Ministry of Social Policy of Ukraine, we address structural unemployment and help restore the social and economic participation of vulnerable groups. 

Helvetas is a recognized partner of Ukraine’s Ministry of Education and Science, helping modernize the vocational education and training system and align it with labor-market needs.

Our partnership with the State Employment Service encompasses institutional strengthening and service-efficiency improvements, alignment with European standards, labor-market research to inform data-driven policy, and stronger dialogue between the public and private sectors.

In cooperation with the National Qualifications Agency, we are enhancing the National Qualifications Framework, bringing it in line with European standards for education and vocational training quality.

Memorandums of Understanding link Helvetas with key Ukrainian institutions, including the Ministry of Social Policy, Family and Unity, the Ministry of Education and Science, the National Qualifications Agency, the Ministry for Veterans Affairs, the State Agency for Restoration and Infrastructure Development, the Entrepreneurship and Export Promotion Office, and others.

Helvetas also strengthens the capacity of Ukrainian communities through localisation. Ongoing dialogue with regional development agencies, business associations, and civil society organisations is a key mechanism for delivering long-term support.

This multi-level cooperation reinforces Helvetas’ cross-sector strategy and demonstrates a commitment to an inclusive, resilient economic recovery for Ukraine.
