Building Bridges, Building Capacity: Launch of the RuAT Project in Morogoro, Tanzania
Helvetas Tanzania, in partnership with TRAC4Change, has launched the Innovative Engineering for Safer Connectivity – Rural Access Tanzania (RuAT) project, marking a groundbreaking step in rural infrastructure development. The initiative builds on Helvetas Nepal’s decades of experience with trail bridges, adapting this proven technology to Tanzania’s unique context. The project began with a kick-off workshop and Launch event in Morogoro from 16th –20th February 2026, bringing together regional leaders, district representatives, as well as Tanzania Rural and Urban Roads Agency (TARURA) representative.
Why this project matters?
Tanzania’s Rural Access Index (RAI) stands at just 24.6%, this means that over three quarters of Tanzania’s population remain unconnected to an all-season traversable road (TARURA,2021). The lack of connectivity is a major barrier to development. Farmers lose around 35% of their harvests due to unreliable road connectivity, worsening poverty and food insecurity. Further, the absence of safe infrastructure—especially secure river crossings—blocks access to schools, health facilities, and farms. Communities face life-threatening risks such as drowning and crocodile attacks during river crossings, making mobility both dangerous and uncertain
Mirroring the realities of rural Tanzania at large, Kisanga Stand village in Morogoro District offers vivid testimonies that highlight the urgency of RuAT’s intervention:
“In 2025, five people lost their lives during the rainy season after being drowned or attacked by crocodiles, while many others were injured and left disabled while crossing the river. This year alone, similar incidents have already claimed the lives of two more people, one student and one community member.” Mohamed Mengwa, Community Member, Kisanga Stand.

The Trail Bridge Solution
Conventional bridges made of concrete and steel are durable but prohibitively expensive, while bamboo or wooden structures are affordable yet unsafe and short-lived. Trail bridge technology offers a middle ground: safe, durable, cost-effective, climate-resilient, and scalable. By introducing this innovation, RuAT aims to connect communities, unlock opportunities, and strengthen resilience across Tanzania.
Helvetas Tanzania will implement the project in collaboration with the Government of Tanzania, particularly TARURA, with technical assistance from Transformative Rural Access Catalyst for Change (TRAC4Change). The initiative is supported financially by the Lloyd’s Register Foundation and through in kind contributions from local communities.
Project Purpose and Objectives
The RuAT project will construct six demonstration trail bridges in Morogoro Region between 2026 and 2028. These bridges will serve as proof of concept, showcasing the feasibility and impact of trail bridge technology. The project’s objectives include:
1. Capacity building – Training government institutions, private sector actors, and NGOs through hands-on coaching and exposure visits to Nepal.
2. Proof of impact – Demonstrating the cost-effectiveness and social benefits of trail bridges compared to conventional designs.
3. National scaling – Establishing standards, manuals, and curricula to enable nationwide adoption of trail bridge engineering.
The project follows a community-driven model, where residents will construct and maintain the bridges. This approach ensures ownership, sustainability, and skill transfer, empowering communities to safeguard their own infrastructure.
Looking Ahead
The RuAT project represents more than just bridges—it symbolizes opportunity and capacity strengthening. By reducing travel times, lowering transport costs, and opening access to schools, healthcare, and markets, trail bridges will transform rural mobility. RuAT is poised to become a model of innovative, inclusive, and sustainable infrastructure in the Global South. Ultimately, the project aims to demonstrate that trail bridge technology can be a gamechanger for Tanzania, paving the way for nationwide adoption and ensuring that rural communities are no longer left behind
