Local Governance and Decentralization Support (LOGOS)

The LOGOS project (2007–2013) was a governance and decentralisation support initiative in Kosovo aimed at strengthening local government institutions, improving municipal service delivery, and promoting citizen participation in decision-making processes.

The project was supported by the Swiss Agency for Development and Cooperation and implemented by Helvetas in partnership with national and local institutions in Kosovo.

LOGOS contributed to the development of more structured, transparent, and participatory local governance systems in municipalities across South-Eastern Kosovo.

The overall goal of LOGOS was to strengthen municipal governance by improving:

  • Local planning and decision-making systems 

  • Transparency and accountability in public administration 

  • Citizen participation in governance processes 

  • Efficiency and quality of municipal service delivery 

The project was implemented in municipalities in South-Eastern Kosovo, including:

Kamenicë, Novobërdë, Shtërpcë, Viti, Kaçanik, Hani i Elezit, Ranillug, Partesh dhe Kllokot

Approach:

LOGOS combined institutional development with participatory governance approaches, focusing on both systems and people.

  • The project supported municipalities in developing and improving planning instruments and administrative systems to ensure more structured local governance.

  • A strong focus was placed on enabling citizens to participate in local decision-making processes through structured consultations and forums, ensuring that municipal priorities better reflected community needs.

  • LOGOS supported municipalities in improving administrative procedures and service delivery systems, contributing to more efficient and accessible public services.

  • The project provided technical assistance, training, and hands-on support to municipal staff and institutions to strengthen governance, planning, and management capacities.

Across its implementation period, LOGOS contributed to:

  • Increased citizen involvement in local decision-making 

  • Improved transparency and accountability in municipal governance 

  • Strengthened institutional and administrative capacities
