Green Transition

By strengthening how market actors, institutions, and service providers interact, interventions support the adoption of resource-efficient practices, circular solutions, and green standards. This enables sustainable innovations to scale, contributing to environmental resilience, improved livelihoods, and long-term economic sustainability.
Accountability & Participation
A participatory and partnership-based approach underpins implementation, ensuring that green transition solutions are co-created with public institutions, private sector actors, and local communities.
Engagement with municipalities, industry associations, academia, and civil society supports awareness-raising, knowledge sharing, and collective action toward sustainable practices. Particular attention is given to youth and women, promoting inclusive participation in emerging green sectors and decision-making processes.
Policy Development
Efforts focus on supporting environmentally sustainable policies and frameworks that enable the transition toward greener economic systems. Through collaboration with national institutions and sector actors, initiatives contribute to strengthening standards, promoting sustainable construction practices, and advancing circular economy approaches such as bio-waste management. These efforts are aligned with Albania’s EU integration agenda and environmental commitments.
Capacity Development
Support is delivered through capacity development, sector facilitation, and knowledge transfer across key green sectors.
Current and recent efforts include:

Sustainable construction: Supporting the establishment and operationalization of the Green Building Council Albania and promoting green building standards and professional training;

Skills and education: Upskilling professionals in energy-efficient construction and integrating sustainability tools (e.g. RETScreen) into university curricula, reaching students and industry actors;

Bio-waste and circular economy: Strengthening municipal and system-level approaches to bio-waste management, contributing to more sustainable and efficient local services;

Sustainable tourism: Promoting environmentally responsible tourism models that support local economies while preserving natural resources
Implementation builds on partnerships with private sector actors, sector associations, public institutions, and academic institutions at national and local levels. A strong focus is placed on long-term sustainability through market-based solutions, institutional ownership, and integration into existing systems. By strengthening sector organizations (such as those in green construction) and fostering collaboration across stakeholders, interventions are designed to continue beyond project support and scale over time.
Regional Scope
Helvetas Albania contributes to green transition efforts across Eastern Europe by promoting shared learning on sustainable practices, green skills, and circular economy approaches. Through regional collaboration, successful models—such as sustainable construction and tourism initiatives—are adapted to Albania’s context and scaled across the region. This exchange strengthens innovation, supports environmental resilience, and fosters more sustainable economic systems.
