PERFORM – Performing and Responsive Social Sciences

PERFORM was a regional initiative funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Helvetas Swiss Intercooperation together with the University of Fribourg

A Stronger Social Science Community

Social Sciences in the Western Balkans lack recognition and influence. This project was designed to improve the quality and relevance of social research for political and social reforms in the region. Strengthened research communities, defining their research agenda and delivering quality research, a structured dialogue with public and private stakeholders, improving the relevance and policy incidence of research, and more conducive frame conditions for social research were some of the ooutcomes from this project.

PERFORM helped social scientists build confidence, improve cooperation, and strengthen their research capacities. By supporting networks and organizational structures, the project gave the community a stronger voice and positioned social sciences as a key actor in public debate.

Linking Research to Policy and Society

At the heart of PERFORM was the idea that policy and society should be guided by evidence, not assumptions. The project opened channels between researchers and policymakers, civil society, the private sector, and the media. This created trust and showed how social science can inform reforms on issues such as minority rights, welfare, and democratization.

Better Frameworks for Research

PERFORM worked with government institutions to improve the conditions for social science research. It supported new funding mechanisms, performance assessments, and financing models, helping to ensure that research is relevant, high‑quality, and sustainable.

Achievements

  • Supported Albania and Serbia’s participation in the European Social Survey, connecting local academics to international networks.

  • Helped historians in Albania analyze secret service archives from the Hoxha regime, contributing to transitional justice and public dialogue.

  • Facilitated cooperation among junior scientists across the Western Balkans, encouraging new approaches to history and regional dialogue.

  • Played a role in setting up a €75 million research fund under the Western Balkan Process to support young researchers.

  • Produced short documentary films where scientists, politicians, and artists discussed the past and future, bridging divides and nurturing tolerance.

Legacy

Although PERFORM ended in 2018, its impact continues. It left behind stronger academic institutions, new frameworks for funding and evaluating research, and lasting connections between social scientists and policymakers. By promoting evidence‑based decision‑making, PERFORM showed how social sciences can help societies face their biggest challenges and move toward more inclusive and informed reforms.
