TVET Sector Support Programme

Pakistan’s young and rapidly growing workforce presents both a significant opportunity and a major challenge. Every year, approximately 2.3 million young people enter the labour market, while industries in sectors such as information and communications technology (ICT), renewable energy, textiles, construction, and manufacturing are increasingly seeking skilled workers. However, gaps between training provision and labour market needs continue to limit employment opportunities for many TVET graduates. 

To help address these challenges, Helvetas Germany is supporting the strengthening of Pakistan’s Technical and Vocational Education and Training (TVET) system through improved monitoring, evaluation, and evidence-based management. The project works closely with national and provincial TVET institutions to enhance their ability to measure performance, assess training quality, and use data to guide strategic decision-making. 

At the heart of the initiative is the development and piloting of a National Monitoring and Evaluation (M&E) Framework for the TVET sector. Implemented in partnership with the National Vocational and Technical Training Commission (NAVTTC), provincial Technical Education and Vocational Training Authorities (TEVTAs), and other key stakeholders, the framework aims to establish a more coherent and standardized approach to monitoring training outcomes, institutional performance, and graduate employability. 

The project supports the introduction of common performance indicators, harmonized data collection and reporting systems, practical tools, and quality assurance mechanisms that enable institutions to better track results and improve service delivery. At the same time, targeted capacity development activities strengthen the skills of TVET professionals in monitoring, evaluation, research, labour market analysis, and data-driven management. 

As part of Pakistan’s broader TVET reform agenda, the initiative contributes to creating a more responsive, transparent, and future-oriented vocational training system. By strengthening institutional capacities and promoting a culture of learning and accountability, the project helps ensure that vocational education is better equipped to meet labour market demands, improve employment prospects for graduates, and contribute to inclusive and sustainable economic development.
