Strengthening Public Employment Services and Modern Skills Development

Second National Forum “Skills, Employment and the Future of Work in Kyrgyzstan”

As labour markets rapidly change due to digitalisation, migration and new forms of employment, Kyrgyzstan faces a growing need to modernise skills development and employment services.

To discuss these challenges and identify practical solutions, the Ministry of Labour, Social Security and Migration of the Kyrgyz Republic together with the “CHeber: Skills Development in Kyrgyzstan” project,  financed by the Government of Switzerland and implemented by Helvetas Swiss Intercooperation, is holding the Second National Forum “Skills, Employment and the Future of Work in Kyrgyzstan”. The event will bring together representatives of government institutions, Public Employment Services, employers and business associations, vocational education and training providers, civil society organisations, development partners and international experts.

The Forum will serve as a national platform for discussing how Kyrgyzstan can better connect skills development, employment services and labour market needs in response to economic and technological change. With more than half of employed citizens lacking formal vocational qualifications and a large share of employment remaining informal, the need for flexible upskilling, reskilling and lifelong learning opportunities continues to grow.

Particular attention during the Forum will be paid to the modernisation of Public Employment Services, expansion of short-term practical skills training and non-formal education, strengthening of career guidance and lifelong learning opportunities, as well as increasing employer engagement in workforce development. Discussions will also address financing and quality assurance mechanisms for skills development and future-oriented labour market trends, including digital employment, platform work and entrepreneurship.

The Forum is expected to generate practical recommendations for strengthening employment policy, improving access to skills development opportunities and reinforcing cooperation between government institutions, businesses and education providers.

The event contributes to the strategic priorities of the Kyrgyz Republic, including the National Development Programme until 2030.
