On 28 September 2026, a roundtable discussion was held in Bishkek to review draft secondary legislation in the field of public and municipal services
The event brought together representatives of government agencies, the Bishkek City Mayor’s Office, the Union of Local Self-Governments of the Kyrgyz Republic, and members of the expert community. The roundtable was organized by the Ministry of Economy and Commerce of the Kyrgyz Republic and the Public Service Improvement Project, funded by the Swiss Government and implemented by HELVETAS in partnership with the Development Policy Institute.
Opening the event, Nikolai Novitsky, Head of the Public Services Department of the Ministry of Economy and Commerce of the Kyrgyz Republic, emphasized the importance of discussing proposed regulatory measures with representatives of government bodies, local self-government authorities, and the expert community. "It is important that the mechanisms being developed are not only well-grounded in regulations, but are also clear and practical to implement. That is why it is especially important today to hear the views of those who are directly involved in delivering public and municipal services."
The discussion focused on three key areas that could reshape the delivery of public and municipal services:
- Service fees. Participants reviewed a draft procedure for determining fees charged for public and municipal services.
- Outsourcing service delivery processes. Special attention was given to a draft procedure governing the outsourcing of public and municipal service delivery processes.
- Proactive service delivery. Participants discussed a draft procedure for providing services proactively, an approach aimed at reducing the need for citizens to apply for services themselves in cases предусмотренные законодательством.
Each topic generated active discussion and questions. Participants shared proposals, comments, and practical concerns that require further consideration. The roundtable served as a platform for professional dialogue on how to make the public and municipal service system more modern, accessible, and responsive to citizens' needs. As a result of the event, participants identified issues requiring further discussion and refinement of the draft secondary legislation.
