SHORT-TERM VOCATIONAL AND SKILLS TRAINING

Helvetas supports Ukraine’s labour-market recovery through short-term vocational and skills training in high-demand professions such as welding, plumbing, construction, electrical work, and agriculture. These programmes not only strengthen local labour markets but also help people who need new skills to secure employment, regain self-reliance, and reduce dependence on humanitarian assistance.

Training is implemented n Kharkiv, Dnipro, Poltava, Sumy, Chernihiv and Kyiv regions (without Kyiv city) — areas where rebuilding the workforce and production capacities is critical for regional resilience.

To date, Helvetas and its partners have enabled more than 740 adults to participate in reskilling and upskilling programmes, with an additional 1,300 people expected to complete training in 2025.

We provide material and technical assistance to update outdated and/or replace equipment damaged as a result of military actions. In total, during 2023–2024, 8 institutions have received support for the improvement of their training and technical facilities.

Currently, for 2025–2026, within the ongoing projects, we plan to provide material and technical support to at least 10 VET institutions. In addition, 5 institutions have received direct support for shelter arrangements (REFAUK).

This does not include grants provided through civil society organizations, which also partially supported VET institutions.

Helvetas works to ensure that no one is left behind. Special attention is paid to ensuring inclusive access to education, in particular for women in traditionally male-dominated professions, people with disabilities, veterans, internally displaced persons (IDPs), and people who have returned to their places of permanent residence from other regions of Ukraine or abroad.

By linking training initiatives with labour-market analytics and institutional support, Helvetas strengthens Ukraine’s system of vocational education and adult learning, ensuring that it responds to real market needs and contributes to sustainable economic recovery.
