Shpend Emini

Shpend Emini is a governance and development professional with 25 years of experience in institutional reform, decentralisation, inter‑ethnic relations, and civil society development across Kosovo and the Western Balkans. Since 2020, he has served as Deputy Project Manager of the Decentralisation and Municipal Support (DEMOS) project, contributing to local governance, policy development, citizen engagement, and strategic decision‑making. Previously, he was Executive Director of the Democracy for Development Institute, leading policy work on governance reforms and EU integration. Earlier, he worked over a decade with IFRC in regional and country roles. He holds degrees in Political Science and Management and Marketing.
