Introducing Land Rights Toolkit

On February 15, 16 and 17, 2023, Helvetas and LANDA/CCRD co-organized a series of workshops in Hoa Binh province to introduce the Land Rights Toolkit (LRT). This is an activity within the Project “Secure Land Rights for All - Giving Ethnic minorities a Voice” (L4A) funded by the EU.

At the workshops, the contents of this Toolkit were introduced in detail to more than 200 delegates from government agencies and mass organizations at the provincial and district levels of Hoa Binh province. This is a comprehensive document on land policies for ethnic minorities and detailed instructions on the process and skills of mediation at the grassroots level. Specifically, the LRT includes 3 books as follows:

Book 1 - Land Policies for Ethnic Minorities: Rights of Ethnic Minorities in Access to Land; specific land policy for ethnic minorities from 2002 to present

Book 2 - Some regulations on grassroots land dispute conciliation: Legal basis for the operation of grassroots conciliation team; characteristics of land disputes in ethnic minority areas; grassroots mediation steps

Book 3- Skills for mediation of land disputes at the grassroots level: Mediation skills, some typical situations, forms used in grassroots mediation;

With carefully selected contents, systematic and attractive presentation, using concise, simple wording, the Toolkit will be a helpful reference for the mediation team, mass organizations, and related agencies in handling land issues. At the same time, it also helps people, especially ethnic minorities, improve their legal knowledge of land and support mechanisms to solve land-related problems.

At the workshops, the L4A Project also launched an online contest on land law and grassroots mediation. The online contest will take place from February 20 to March 30 to improve people's understanding of land law and promote land dispute resolution through grassroots conciliation, helping people to be more confident when dealing with land-related issues.
