SAUTI NA NAFASI PROJECT

BACKGROUND

Singida region has experienced a significant population growth. The region’s population has increased from 1,370,637 people in 2012 to 2,008,058 in 2022 (equivalent to 47 percent increment) with rural and urban population increasing in all districts. Despite this rapid urbanization, Singida Municipal Council (SMC) does not have strong institutional systems and capacity to keep pace with this growth. Service delivery and the management of related public services require that the responsible local institutions develop sufficient capacities and systems to take on these roles effectively. There is a growing risk that a poorly managed urbanization process may begin to constrain growth and worsen, rather than improve, social and service delivery outcomes in the municipality.  As the management of growing urban areas becomes increasingly complex, SMC has the opportunity to reconsider, simplify, and improve institutional arrangements, strengthen its engagement  with  local  communities  and other service providers and ensure all marginalised and under-served  groups  are  meaningfully  included  in  decision-making  processes  to  ensure  inclusive  and  responsive  service  delivery  and  sustainable  urban  development.

PARTNERS: Sauti na Nafasi collaborates with government institutions, Civil societies and Local communities to ensure that its projects are effectively implemented and aligned with community needs. By partnering with local authorities and government agencies, the organization can Align objectives with policy frameworks, Access resources and support, increase credibility and community trust, Monitor and evaluate impact.

TARGET BENEFICIARIES: The Sauti na Nafasi Project is designed to create inclusive opportunities and strengthen participation in development.  The targeted beneficiaries are Singida Municipal Council (SMC), Women, Youth and Persons with Disabilities.

GOAL:The capacity of Singida Municipal Council and other service providers to effectively plan and deliver people-centred, climate-sensitive services—responsive to priorities voiced by citizens—has improved, resulting in a socially inclusive and environmentally sustainable city.

OUTCOMES:

  • Singida Municipality demonstrates effective and responsive planning and budgeting systems and maintains strong financial sustainability.
  • Singida Municipality is inclusive and people-focused, where all citizens—especially women, youth, and persons with disabilities—actively participate in urban development, hold service providers accountable, and enjoy improved tenure security.
  • Singida Municipality is resilient, sustainable, and green.

APPROACH:The project will adopt a Human Rights-Based Approach (HRBA), whereby duty bearers—such as Singida Municipal Council (SMCs)—will be strengthened to fulfil their obligations. At the same time, citizens and local communities, as rights holders, will be empowered to claim and exercise their rights. Gender and Social Equity (GSE) will be mainstreamed across all levels of implementation, with particular emphasis on women, youth, and persons with disabilities (PWDs)
