Roger Oakeley
Roger is an economist and development planner with over 35 years of international experience in economic development and Market Systems Development (MSD). He is a highly experienced development practitioner with strong expertise in programme leadership, strategic oversight, implementation quality assurance, and results-oriented management.
Roger brings world-class MSD knowledge, with a particular focus on inclusive economic growth, women’s economic empowerment, rural and tourism market systems, skills and employment, and business enabling environments. He has extensive experience in training, coaching, and mentoring donor teams and project staff in MSD principles, frameworks and tools, as well as in adaptive management, learning, and evaluation. His work spans the South Caucasus, the Balkans, Southeast Asia, Africa and the Middle East, combining long-term regional engagement with senior advisory and leadership roles.
