Consultant for developing policy recommendations on land governance and land dispute reconciliation

Helvetas Vietnam and LANDA/CCRD are implementing the EU-funded Project “Secure Land Rights for All – Giving Ethnic Minorities a Voice” (L4A) to contribute to the effective promotion and protection of land and forest resource rights of ethnic minorities in Hoa Binh and Cao Bang province. Given the project support, LANDA member organizations and community mediators at grassroots levels will be resourced to support marginalized communities to claim their land and forest resource rights and to pro-actively participate in land governance processes.

We are looking for short-term consultant(s) to develop 02 evidence-based policy recommendation reports and to provide technical support for 06 case studies (implemented by 6 groups of researchers to contribute evidences for the policy recommendation reports).

The policy recommendation reports should provide:

  1. Evidence-based recommendations on supplementing, amending, and improving policies related to the management and use of land and forest resources in ethnic minority areas; or
  2. Evidence-based policy recommendations to improve the effectiveness of land dispute reconciliation at grassroots levels, especially for ethnic minorities in mountainous areas;

The findings, analysis results, and suggestions from the policy recommendation reports and the case studies will be discussed in multi-stakeholder policy dialogues and are expected to contribute to the revised Land Law 2023 of Vietnam.
