The Local Economic Development Project (LEDP) strengthens local economic systems by supporting sustainable, market-oriented and locally led development across Georgia. Implemented by Helvetas and funded by the Swiss Agency for Development and Cooperation (SDC), the project works with municipalities, businesses, producer organisations and public institutions to improve economic opportunities, strengthen competitiveness and create more resilient local economies.

Using a Market Systems Development (MSD) approach, LEDP facilitates collaboration between public and private actors, strengthens local governance and supports the development of competitive sectors with high potential for inclusive economic growth.

LEDP works by identifying systemic constraints that limit local economic development and facilitating partnerships to address them. Rather than delivering direct support, the project strengthens the capacities, relationships and market functions that enable sustainable change.

Working closely with municipalities, businesses, sector organisations and national institutions, LEDP supports locally driven solutions, promotes public-private collaboration and encourages innovation that can be sustained beyond the project's lifetime.

Local Economic Governance

LEDP strengthens the role of local governments in planning and facilitating economic development. The project supports evidence-based planning, investment prioritisation and inter-municipal cooperation while promoting effective public-private dialogue that responds to local economic needs.

Competitive Sectors

The project supports the development of competitive market systems in sectors with high economic potential, including wine, tea and eco-tourism. By strengthening producer cooperation, business competitiveness, market access and sector coordination, LEDP contributes to more resilient and inclusive local economies.

Partnerships and Facilitation

Collaboration lies at the core of LEDP's approach. The project brings together municipalities, businesses, producer organisations, business associations, national institutions and development partners to jointly identify constraints, test solutions and strengthen local economic ecosystems.

Capacity Development and Knowledge Sharing

LEDP invests in strengthening institutional and organisational capacities through technical assistance, peer learning and knowledge exchange. By documenting successful approaches and sharing lessons learned, the project supports replication and long-term sustainability.
