Q&A on ongoing calls from Safer Migration project for different Services

1.    General question: 
[…]. We are considering to make proposals and apply as per the TOR and instructions. At the same time, we would like to know about the technical and financial proposal format. Are there SAMI prescribed format for preparing the technical and financial proposal? or we should design the technical and financial proposal in our own format?
 
RESPONSE 
Yes. Technical proposals and financial proposals have to  be submitted in accordance with the structure and templates provided. Please refer to Terms of reference, Annex 1 (Technical Proposal template and format) and Annex 2 (Template proposal budget format SaMi). Please refer to all the bidding documents as well.
 
 
2.    Financial Literacy
For the ToR “Provision of technical assistance in implementing the financial literacy component of SaMi”, are Micro Finance Institutions (MFIs) eligible to apply?

RESPONSE:  
Thank you very much for your query. Any organization legally registered and meeting eligibility criteria listed in ToR (section – 4) are welcome to apply in the context of this call. 

 

3.   Question on eligibility for the call on financial literacy:

Our organization is considering to apply for a proposal for financial literacy training for [one] district. Are we eligible to apply for other district? OR, should we apply for a state / province or for 39 districts?

RESPONSE:

This calls for bids is not “district” or “state” specific. The technical support shall be provided to the financial literacy component of SaMi, and this for all working districts (39 districts). It will in particular support the project team, local governments and local service providers on the dimensions described in the Terms of Reference (section 3) for all the working districts of phase III.

 

4.   Question on the financial literacy call:

[…]. We are bidding for the Safer Migration Project (SaMI) in implementing the financial literacy component. According to the TOR this component has been implemented earlier in the six districts and literacy modules were made for the same. In the light of the same, could we request you to share with us the modules developed during that phase for our proposal development.

RESPONSE:

SaMi does not share the financial literacy modules at this stage of the process.

Question A: As per the ToR - there will be 20- 25 participants attending in one territory. Is it correct to assume that these territories have already been assessed and identified. Also please clarify if the attendees will be from the same territory/or will be within the close proximity?

RESPONSE:

The territories to be covered will be identified at a later stage by the bidders in close coordination with the local governments, local service providers and the SaMi team on the basis of the project’s criteria and priority target groups. The attendees will be from same territory.

 

Question B: Can you clarify if the venue for conducting the sessions will be arranged by the SaMi Project or the local government? Or this will be the responsibility of the bidder?

RESPONSE:

The venue has to identified in consultation with the participants. The local service providers will facilitate the meetings in the agreed venue.

 

Question C: Based on your past experiences, is there a need for the participants to be provided with refreshments or any other reimbursements?

RESPONSE:

The bidders do not need to plan a budget for this. Refreshments to be provided by the local service providers.

 

Question D: The TOR mentions 25 sessions (including the psychosocial) per trainee group of 20-25. Can you clarify how long these sessions need to be (1 module = 19 sessions)? At this point, we believe that the module has already been developed – since it’s not available for review how do we determine the time required per session?

RESPONSE:

There is a module developed which consists of 25 sessions (including 5 on psycho-social aspects of migration which are under the responsibility of the another partner) and each session is of 2 hours.

 

Question on eligibility in the call on vocational skills trainings:

We want to know if we have any consortium partner like our company to go jointly, should that consortium partner too fulfill the required transaction amount as per TOR or should that required transaction amount be fulfilled separately by lead and consortium or will that transaction amount be counted jointly (lead and consortium)?

RESPONSE:

According to the bidding document, the criteria apply to the whole consortium. However, one single criteria cannot be “separated” between organizations. For instance, this means that it is not allowed that the requirement of 3 years of experience be met by adding the individual years of experience of each proposed member of the consortium. The same would apply for the minimum annual turnover of 3 million NPR. It cannot be the sum of the annual turnovers of the proposed members of the consortium. Finally, the ToRs insists on the fact that, in the case of a consortium, the bidders present the added value of a consortium and the intended division of responsibilities.

 

Question on the call on vocations skills trainings:

[…] We would like to ask that how many number of participants to propose in this whole project ? We like to know the maximum number of trainees to be proposed for this project ?

RESPONSE:

The number of total participants proposed for the whole project is totally up to the bidder, provided this respects the requirements of the ToRs and in particular the maximum of 20 participants per batch.

 

Question on eligibility in the call on vocational skills trainings:

[…] We are registered in a district different than the listed ones but have a legal branch office at Lalitpur district. Are we meeting all the biding criteria? May i request you for the clarification that are we eligible for the application ?

RESPONSE: Thank you for your e-mail. One of the minimum requirements for eligibility is to have a proper training venue with residential facilities in the listed areas of intervention. Subcontracting of trainings is strictly prohibited.

 

 

Question on eligibility in the call on vocational skills trainings:

[…] Is an organization based in Lalitpur eligible for this call.

RESPONSE:

Yes, it is considered similar to being based in Kathmandu.

 

 

Question on the call on vocations skills trainings:

Question A: In how many trade can a institute apply for ?

RESPONSE: Maximum two trades as indicated in the bidding documents.

 

Question B: Is female trade compulsory to apply for?

RESPONSE: Female trade is not compulsory.

 

Question C: Contact Agreement and work experience should we submit copy of both or any one and of how many years experience document must be submitted?

RESPONSE: At minimum, either the contract agreement or the proof work experience

 

Question D: What document must be submitted under the heading memorandum of association/article of association?

RESPONSE: Both documents are to be submitted: 1. memorandum of association 2. article of association

 

Question on eligibility in the call on vocational skills trainings:

As our […]company was established only some years back, it has the approximate transaction of NPR 31,00,000/- in the fiscal year 2074/75 but has zero transaction in the previous fiscal years: 2072/73 and 2073/74. In this case, are we eligible to submit the application as per the transaction of 2074/75 or we should have the transaction of 3 million in 2073/74. Hope it will be clarified.

RESPONSE:

At this stage, we cannot decide on the eligibility of individual bidders. It is the responsibility of the procurement committee to take such a decision and the responsibility of the bidders to submit all the necessary evidence proving they meet the minimum requirements listed in the Terms of Reference. As stated in the terms of reference, to be considered eligible, bidding organizations must submit evidence of a minimum annual turnover of NPR 3 million over the last two years (preceding this call for bids).
