INVITATION FOR BIDS

FOR PROVIDING TECHNICAL ASSISTANCE IN IMPLEMENTING THE FINANCIAL LITERACY COMPONENT OF SAMI PHASE III

The Safer Migration project (SaMi) is a bilateral initiative of the Governments of Nepal (GoN) and Switzerland. SaMi phase III is implemented through a partnership between the Ministry of Labour, Employment and Social Security (MoLESS), HELVETAS Swiss Intercooperation Nepal as a technical assistance provider, the Foreign Employment Board (FEB) and selected local governments. The main working areas of the project are access to information, access to justice, access to vocational skills, financial literacy and psychosocial counselling. Through the two first phases of the project (2011-2018) SaMi has worked to improve foreign employment governance while strengthening the protection of migrants’ rights. The phase III will work in 39 districts across the country with high out migration from 16th of September 2018 until 15th of July 2022.

In this context, SaMi launches this call for bids in view of the provision of technical assistance on the implementation of the Financial Literacy component of the third phase of the project. Therefore,

  1. Bids are invited from competent organisations for the provision of technical assistance at state, district and urban/rural municipality level.
  2. A complete set of Bid documents are made available through the link below.
  3. Bidding organisations must fulfil the minimum requirements listed in the document Information to Bidders as well as section 4 of the Terms of References (ToRs) to be eligible for bidding.
  4. Bids are to be submitted under the two-envelop system, i.e. the Technical Proposal and Financial Proposal shall be submitted in two separate sealed envelopes.
  5. Bids in hard copy must be submitted at the following address latest by 4 pm, on the 13th of May 2019.
