International Project Manager (100%), based in Tbilisi (Georgia)

As per December 2020, we are looking for a International Project Manager (100%), based in Tbilisi (Georgia).

The recruitment is subject to a tender released by the Swiss Agency for Development and Cooperation (SDC): ‘Rural SMEs Development Project’ in Georgia (Inception Phase Dec 2020 – Sept 2021, Main Phase 1: Oct 2021 – Dec 2024*. The employment is under the condition that the tender is awarded to Helvetas.

The goal of the tendered project is to increase employment and income opportunities for rural women and men. This will be achieved by facilitating the sustainable diversification and expansion of rural SMEs thanks to a) better access to finance incl. financial literary and management capacities of SMEs and access to quality and local business development services), and b) improved capacity of market players (national agencies, business associations and consultancies) to respond to needs of rural SMEs for access to finance. The project follows a Market Systems Development (MSD) approach which aims at addressing systemic root causes of underperformance, leading to large-scale and sustainable change.

Main Tasks

Your main responsibility is to lead the overall management of the project through high quality project implementation as per SDC requirements, including administrative and financial supervision and coordination with partners and stakeholders. Specifically, this means:

  • Leading through the design of the project during the Inception Phase leading to the successful approval of the project document for the main phase.
  • Setting up and leading the project team as well as organisational structures and processes to comply with highest management standards.
  • Build up and maintain new partnerships and networks to support the achievement of project objectives as well as facilitating joint knowledge management and learning.
  • Provide high quality strategic steering, technical leadership and coordination throughout the project implementation towards the team, project partners and stakeholders.
  • Ensure results-oriented project implementation in accordance with the MSD approach as well as a high-quality monitoring system using the DCED Standard for Results Measurement.
  • Coordinate technical inputs from strategic partners and Helvetas itself, bringing in top expertise on inclusive financial sector development and other areas relates to the project.     
  • Ensure a functioning knowledge management and learning system as well as outreach communication to facilitate critical discourse on development practice and specific topics, including the exchange with the wider organisation and development community.
  • Ensure that project administrative and financial processes (procurement, HR management, reporting etc.) comply with organisational rules and procedures, including most importantly financial risk management and monitoring.

Your Qualifications

We are looking for an open-minded and experienced manager, critical of current development practice and passionate about doing it better through application of systems thinking, learning and adaptation; who is curious and always happy to try out something new and innovative; who is a good communicator and networker, and understands her/-himself as an enabler for others to do great and meaningful work.

  • We strongly encourage the application of women and people of non-binary gender identity.
  • Formal requirements are:
  • Master or higher degree in economics, finance and/or related fields.
  • At least five years of experience in development cooperation particularly in the area of economy and seven years of working experience after graduation
  • Demonstrated competences in project cycle management (PCM) with multiyear experience in large projects/programs with similar mandates.
  • Demonstrated experience in implementing projects using the MSD approach.
  • Relevant experience with the MSD approach and, in particular, with access to finance for rural SMEs.
  • Relevant experience in transition countries.
  • Proven skills and demonstrated competences and experience in communication, negotiation and liaison in multi-stakeholder environment.
  • Oral and written language skills: fluency in English is a must; Knowledge of Georgian language will be an asset.
