In local planning and budgeting, it is often assumed that women’s and men’s needs are the same, and therefore are not considered separately in municipal planning and budgets. In the training on gender sensitive planning and budgeting, awareness was raised on how gender plays out in the different sectors and practical tools were applied to include gender in municipal planning and budgets.
Gender sensitive planning and budgeting at municipal level in Kosovo
The LOGOS project works with 8 municipalities in Kosovo, strengthening their capacities in planning and finance, among other areas. In order to include both men’s and women’s priorities in the budget, the project requested for assistance in training civil servants. A first training of three days was conducted with civil servants from the finance department, the gender and social equity focal points, and other departments, council members, and civil society. The participants learned how to integrate gender into the planning cycle, starting from the identification of priorities and needs of the local population in a gender-aggregated manner, to the budgeting and execution of the budget. Practical exercises helped participants to apply the knowledge, and the course concluded with the elaboration of action plans, which were then financed by the project. A local consultant further coached municipalities in the implementation of the action plans.
First results have already been achieved, municipalities have implemented a number of projects that particular focuse on gender issues, such as radio programmes or capacity building of community groups. Concrete issues such as the right of women to inherit are discussed.
A second round of training for municipalities will be organised for the remaining municipalities, which will also test a draft of the training manual. The aim is that the final training manual will include case-studies describing experienced gained.
